The Unified Carrier Registration (UCR) Program is one of the first compliance steps new motor carriers must complete after obtaining a USDOT Number and, if applicable, MC Authority. Even if you have just entered the industry and have not yet activated operations, UCR registration is required before conducting interstate commerce. Below is a complete guide on how new entrant carriers can register correctly and avoid enforcement penalties.

1. Confirm Whether You Are Required to Register

A new entrant must register for UCR if:

  • You operate a commercial motor vehicle across state lines

  • You transport people or property for-hire or private

  • You operate a vehicle with GVW or GVWR of 10,001 lbs or more, OR

  • You have MC authority, OR

  • You are a broker, freight forwarder, or leasing company operating interstate

You do not need UCR if you operate strictly intrastate in a non-UCR state and never cross state lines.


2. Gather Required Information Before Registering

New carriers should have the following details ready:

  • USDOT Number

  • Employer Identification Number (EIN) or SSN

  • Legal Business Name and DBA

  • Principal Place of Business Address

  • Number of commercial vehicles operated interstate

3. Determine the Correct Registration Year

UCR operates on a calendar-year cycle, not your DOT issuance date.

If you become a new entrant in 2025, you must complete UCR for 2025 before beginning interstate operations.

Registration is usually instantaneous once payment is processed.


5. Choose a Base State (If Your State Does Not Participate)

Some states do not participate in UCR. New entrants located in these states must choose a participating state.

Common non-participating states include:

  • Arizona

  • Montana

  • Wyoming

6. Keep Proof of UCR Registration
