UCR Requirements for Wyoming-Based Motor Carriers

The Unified Carrier Registration (UCR) program is a federally mandated system that requires many commercial motor carriers, brokers, freight forwarders, and leasing companies operating in interstate commerce to register annually and pay a fee based on fleet size. Even though Wyoming itself does not participate directly in the UCR Agreement, the federal requirement still applies to Wyoming carriers operating across state lines — they simply must register through a participating state.

Who Must Register?

If your Wyoming-based business meets the following conditions, you must register under the UCR program:

 Interstate Commercial Motor Carriers

Carriers that operate commercial motor vehicles in interstate (across state lines) or international commerce must register for UCR.

This applies to:

  • For-hire motor carriers

  • Private motor carriers

  • Freight forwarders

  • Brokers and leasing companies that arrange or handle freight movement across state or country borders

“Commercial motor vehicle” for UCR purposes generally means a vehicle that:

  • Has a gross vehicle weight rating (GVWR) of 10,001 pounds or more;

  • Is designed to transport 11+ passengers (including the driver); or

  • Carries hazardous materials requiring placarding.


 Where Do Wyoming Carriers Register?

Because Wyoming is not a UCR member state, carriers must choose a participating base state for their UCR filing.

 Base State Selection Rules

  • If your carrier has an office or operating facility in one of the participating states, you must use that state as your base for UCR.

  • If you don’t have a facility in a participating state, you can choose from specific states such as Colorado, Idaho, Montana, New Mexico, Oregon, South Dakota, Utah, or Washington for your UCR base.


 Registration and Renewal Deadlines

  • Annual UCR registration is required before the start of each registration year.

  • The UCR registration period typically opens October 1 preceding the new year and must be completed before enforcement begins.

Registration and payment are usually done through the national UCR system at www.ucr.gov.

Fees under the UCR program depend on the size of your commercial motor vehicle fleet and are set annually.

Example fee brackets (standard UCR schedule):

  • 0–2 vehicles: $129

  • 3–5 vehicles: ≈ $275

  • 6–20 vehicles: ≈ $499

  • 21–100 vehicles: ≈ $1,785

  • 101–1,000 vehicles: ≈ $9,985

  • 1,001+ vehicles: ≈ $119,745
