1. Interstate Motor Carriers
You must register for UCR if your company:

Operates commercial motor vehicles in interstate commerce (across state lines), or

Has an active USDOT number, MC authority, or similar federal registration indicating interstate operations.
This includes both for-hire and private carriers that transport freight or passengers across state lines.
2. Commercial Motor Vehicles (CMVs)
Your business must register if you use vehicles that meet the federal definition of a CMV, such as:

Vehicles with a gross vehicle weight rating (GVWR) of 10,001 lbs or more,

Vehicles designed to carry more than 10 passengers including the driver,

Vehicles transporting hazardous materials requiring placards.
These vehicles count toward your UCR fee bracket and trigger the requirement if you operate interstate.
3. Brokers, Freight Forwarders & Leasing Companies
Even if your business doesn’t operate vehicles, you may still need UCR if you:

Arrange transportation (as a broker),

Organize freight movement (as a freight forwarder), or
-
Lease vehicles to carriers (as a leasing company).
These entities must register and pay a UCR fee (often at the lowest bracket).
Who Typically Does Not Register
UCR generally doesn’t apply to:

Purely intrastate carriers that never cross state lines or engage in interstate commerce.

Certain private carriers of passengers that operate solely within Kansas and do not engage in interstate transport. (This is an exception under the broader UCR rules.)
